Japan Rugby Foreign Players
Eligibility Rules for Foreign Players

New League One Rules: Japan Rugby League One (JRLO) has introduced new rules that divide Japan-qualified players into A1 and A2 categories. To be classed as A1, a player must have six or more years of compulsory education in Japan or 30+ caps for Japan. "Japan Rugby League One (JRLO) will introduce new rules which will sub-divide Japan-qualified players into A1 and A2 categories to replace the current A category which covers all players eligible for the Brave Blossoms."
Impact on Foreign-Born Players: Players who move from the current A category to the new A2 category may see their playing time reduced, as clubs are required to field more A1 players. "Players who move from the current A category to the new A2 category could see their playing time reduced with clubs set to reduce the number of foreign-born players with Japan citizenship to accommodate the new rules."
Reasons Behind the Rule Changes

Promoting Domestic Talent: One of the main goals is to foster the growth of Japanese players and ensure they have opportunities to play at the highest level. "This has been true in almost any sport in Japan. If this was a free-for-all there’s nothing keeping a team from just using their wealth to make an objectively better all-foreigner team."
Cultural and Political Factors: There is a growing sentiment of nationalism and a desire to preserve Japanese culture, which has led to more restrictive policies on foreign involvement in various sectors, including sports. "A weakening yen, growing dependancy of certain places on foreign tourism, and changing demographics has made Japanese politics much less foriegner friendly in the last few years."
Reactions from Players and Fans

Legal Challenges: Some Japan internationals are considering legal action against the new rules, arguing that they are unfair and discriminate against naturalized citizens. "Japan internationals prepare legal action over new League One rules"
Mixed Fan Opinions: While some fans support the new rules for promoting Japanese talent, others criticize them for being discriminatory and potentially harming the competitiveness of the league. "Wanting to import foreign concepts but deliberately exclude foreign people that relate to those concepts is one of the most Japanese things ever"
